William B. Cushing (1842-74), Lt. Commander U.S.N. ("Lincoln's Commando"), (WI). Various raids along the North Carolina coast, blowing up C.S.S. Albermarle ram, Fort Fisher, NC.

Document Signed (panel) pertaining to reporting for duty on the USS "Monticello" , Oct. 9th, 1863.

The document also bears the signtures of Rear Admiral  Cornelius Stribling (commanded the Philadelphia Navy Yard until 9/63 and then the East Gulf Blockading Squadron during the Civil War), and William T. Truxtun (North Carolina actions including Fort Fisher).
