Cumberland County

Sir

The very great scarcity of labor makes it necessary for the Bureau to use free negroes as provided in the acts of 61 & 62 of the Virginia Legislature.

I have the honor therefore to request that you will cause an enrollment of free negroes of your county to be made and detail twenty (20) young able bodied men for the use of the C.S. Nitre & Mining Bureau.

I would further request that the folloing named men may be included in the twenty.

These negroes will be under the charge of Lieut. Jas. B. Noyes who will send some agent for them, - he is instructed to take good care of them, and have them kindly treated and well paid for their services...Richard Morton Capt.
